Probably not the same guy, Guys make sure you always cross check IP's and locations because IP's can be dynamic. Meaning they change constantly. But if the locations are far apart it's probably not the same guy. Not 100% but it's something to look at. If you say he is already blacklisted then this guys name and IP would not get added to the Blacklist. Good catch Joel
