go to video options. then tick the box where it says "low video quality helps with slower video cards" and untick all other boxes.

Low video quality is an steam option only, that's why you don't have it in your video configuration of your cs no steam.

guys i need help im still laggy , since the information you have give to me . my 2 options are

change the video card

or fix my old pc .

Please if someone can help me to upgrade my fps i will be very gratefull.

my fps have get better i have 15 to 30 to have 20 to 40 but stil im laggy and this happen because i take out the energy config of my video card to use full power of my video card (performance) and i put the commands you give to me but still i cant play =(

lol it would be impractical for you to change an integrated video card as it as most laptop graphic cards are built into the main board and can only operate with the designed manufactured drivers/hardware... if you want to play games i would advise on fixing your "old computer" or buying a new computer!
