First you deleted all gamemenu and config?
I suppose so.
The solution to your problem and that.
Do you use more than one account in win7?
If so do you remember if you installed cs as administrator the first time?
If not what is likely you should have two folders in one cs.
1ª - C:\Program Files (x86)\Counter Strike 1.6
2ª - C:\Users\Your name User admin\AppData\Local\VirtualStore\Program Files (x86)\Counter Strike 1.6
Try to think of the way through them and delete the files.
In place of the old files, copy the suggested by spirit is very good.
If you can not find the way.
Access your HD and use the search application.
Search by name: gamemenu and config.cfg
Find them and their ways.
Delete them and replace with new gamemenu.
The config is not necessary to replace just delete it.
It saves your settings just redo them.
Let me know if it worked.
