Thing about fps

Eventually, I check out unban appeals, and I seem somes unban appeals, people who was banned for "fps exploid" or something like that, people who was banned for have more than 100 fps, and I'm wondering: How you can know how many fps got someone? I know you can ask him or something, but they're adms who knows how many fps got somebody without ask him. Also, I'm wondering why somebody can't get more than 100 fps? It's ilegal in our servers or something like that? 'Cause, if I got a good computer, if I want, I put my fps_max more than 100 or something, but, I don't got it, and I play with less tan 80 fps. And yeah, I'm poor.
