Is it possible for you to get to the bios screen? if so i would run a start up test to determine what the cause of the "restart over and over" im still leaning towards your hard drive as it might be a malfunctioning control card on the hard disk itself or even something as simple as a corrupt boot file.....- usually due to an improper installation or shutdown/boot-up.. didn't you say you had it formatted? Anyway run a hard disk check and tell me how it goes!

If your system doesn't start, then I think the system is damaged (a porn virus maybe is causing it lol). Can't you format it again with a new copy of Windows XP? Remember that you have to set your bios to start from the CD drive to start the instalation. (Google can help you with instructions).

i have try but , i cant, i open my bios and i put my usb (windows inside it) the i nboot it and my pc restarted it

Alright give us all of your computer's component and we will try and find out why. Have you clean your board of any dust or debris yet? If not, then an overheating CPU or GFX card will cause the BSOD problem. I am lucky in that my PC shuts off as soon as it detects high temperature.
